Personally I don't mind you having a Ferris wheel in such way. I think it is interesting to have that component interacting with the interior building program. Perhaps, the entry to the cart should not be from outside, but instead from restaurant inside? Maybe, each cart can contain a dining table for couple so they can ride and have a fantastic dinner while viewing the nightscape of NYC?
I think then, the scale of your building and Ferris wheel need to be re-evaluated. It seems like the building is way overscaled in relations to the wheel, or the wheel should be much bigger so that there is uninterrupted view of NYC.
Now I am hesitant that you are calling to use "amusement park", I think it's fun but having rollercoaster and other jambalayas is going to make your facility too crazy. I feel like your users are concentrated on adults and less appealing to children. But, If that's what you intend, then that's fine too?
It's your project and it's your call, as long as you have a solid argument why it has to be your way.

Also, be careful with your interior program layout, it looks like you just slapped the hell out of it.
Look at your entire site and determine the best locations for your activities. Not sure that the location of the restaurant is the best spot. Look at the approach, and the the circulation to the different spaces. How do I get to the restaurant? Wine tasting? Also - this site will flood someday and all your equipment is at ground level. Could there be a mezzanine within the first floor where equipment and storage occurs?
Yes fmhirakawa i will definitely make the ferris wheel larger. Im only planning to have a go-kart, ferris wheel and a carousel. I also found the feeris wheel on thje HEP FIVE building interesting, never saw a a ferris wheel on top of a building.
